Is the politicization of Hydroxychloroquine homicide or manslaughter, since it is well known that at least one doctor and his team treated 699 patients and enjoyed a 99%+ success rate in treating even high-risk patients - with no serious side effects -  when administered early upon suspicion of symptoms for COVID-19, with a protocol of Hydroxychloroquine+Axithromycin+Zinc. Other teams produced similar results.
In India they banned exports of Hydroxy and recommend it to be taken as a prophylaxis by their COVID-19 health care workers.

If any provider is aware of the effectiveness of the protocol, but refused to prescribe it to his symptomatic patients because of political concerns, would he be guilty of the wrongful death of his patients?
